The “People-Army” project is not considered as a perfect document and the reforms conducted in the army based on this Project make a negative impression.
Head of ArAr Civilization Research Center’ Board Avetik Chalabyan told the aforesaid in the conference “Effectiveness of the reforms conducted in the defence field, Armenia’s security problems” on Dec.1, Defence.az reported.
He mentioned that the “People-Army” project was not the project of the Defence Ministry. The project is poorly supported by the public. According to him, more serious efforts are needed in order to achieve a public support on security issues. “However, this project led to cancellation of deferment from compulsory military service. In addition, the fact that government representatives who haven’t properly served in the military put forward proposals on conducting reforms in armed forces was not welcomed by the public,” he said.
According to him, the April fights became a good opportunity for conducting broad reforms and forming a public satisfaction. “However, the work of the Defence Ministry is not satisfactory in this regard,” Chalabyan added.
“There is a great need for mobilization of resources amid the security threats. There is a serious insufficiency of literate and brave officers in the Armenian army. A significant decrease was recorded in the number of specialists in the last 10 years. Thirty percent of the killed servicemen in the April fights were officers. Taking into account this fact, we may say they served on the front line,” said Chalabyan.
