Albanian Daily: Military Clash between Armenia and Azerbaijan

On July 12, the armed forces of Armenia attacked, using heavy artillery, the positions in the direction of Tovuz district of Azerbaijan along the state border with Armenia. As a result of the combat, 11 servicemen of the Azerbaijani army were killed and four were injured. On July 13 and 14, Armenian side also targeted civilian population and their properties in the village near to the border with Armenia and one civilian was killed. 

The main reason of this provocation by Armenia is to divert the attention from internal problems in the country such as political and socio-economic instability, vast campaign against the leadership of Armenia by the opposition, severe situation with regard to COVID and so on. Besides for the last several months political and military leadership of Armenia voiced on numerous occasions threats on possible new territorial claims towards Azerbaijan.

Armenia, which has reflected its aggressive policy in the country's national security strategy, openly demonstrates that it aims to seize new territories of Azerbaijan and increase tensions in the region instead of eliminating the consequences of the conflict and withdrawing its occupying forces from the internationally recognized territories of Azerbaijan.

By recent attack on state border between the countries, Armenia tries to involve third countries, regional military bloc such as Collective Security Treaty Organization (CSTO) in the Armenia-Azerbaijan conflict by creating tensions on the border. As you may know, CSTO can be involved to the conflict if there is a direct threat to the borders of its members. In contact line of the armed forces in the occupied Nagorno Karabakh and surrounding regions it is not applicable to engage CSTO, because the conflict is inside the territories of non-member state - Azerbaijan. Armenia addressed CSTO to interfere, but common wisdom and sense of reality prevailed among the CSTO member states, and the organization's scheduled extraordinary permanent council meeting on the issue was cancelled.

Historically Azerbaijan has never claimed any neighbour's territories of and the only pursued policy is liberating the occupied Nagorno Karabakh and 7 adjacent regions of Azerbaijan from Armenian occupation. It is not logic to think that the new attacks were launched by Azerbaijani side in the area far from the Contact Line of the armed forces in the occupied territories. To open a new front with Armenia does not serve to any of our foreign policy priorities, as well as military doctrine. One of the important, at the same time concerning point here is that, the territories which Armenia attacked and intended to occupy are the areas where the important energy infrastructures such as Southern Gas Corridor passes through. Being the longest gas pipeline in the world SGC which consists of SCP, TANAP and TAP pipelines is one of the important energy projects ensuring the energy security of Europe and plays as a main physical bridge between Azerbaijan and Albania. Armenian attack jeopardizes the gas deliveries to Albania and the rest of Europe through this pipeline scheduled to be opened by the end of 2020.

Analysis of military experts once more show that the attacks were launched from the Armenian side as a sudden attack with artillery. Armenia claims that Azerbaijan allegedly attacked Armenian positions with a UAZ car (light passenger offroad). This is a really ridiculous and unbelievable claim. If the Azerbaijani side wanted to attack, then it would use not a car, but the powerful, destructive tools in the arsenal of its army.

On 13 of July at the extraordinary meeting of the Security Council of the Republic of Azerbaijan presided by the President Ilham Aliyev among others it was decided to invite military representatives of foreign countries to the territory where this incident happened to investigate the provocation. At the same time relevant appeals were sent to international organizations.

This provocation by Armenia casts serious doubt on the essence of the negotiations mediated by the OSCE Minsk Group co-chairs on the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict.

Armenia launched the offensive and a provocation during the time when the international community is fighting the COVID-19, in this sense Armenia's support of a United Nations initiative for global cease-fire amid the pandemic should be regarded as nothing but hypocrisy.

Armenia bears full responsibility for such provocative actions that serve to aggravate the situation in the region and beyond.
