“I was deeply saddened by the news of multiple casualties as a result of the crash of a military aircraft in the Kharkov province,” the Azerbaijani president said in his condolence message.

“It is due to this tragedy that on my own behalf and on behalf of the people of Azerbaijan, I offer my profound condolences to you and the families of the victims and wish a speedy recovery to the injured,” President Aliyev added.

A Ukrainian military plane carrying aviation school students crashed and burst into flames Friday while landing, killing 22 people.

Two other people on board were seriously injured and four people were missing. The An-26 crashed while landing at the airport in Chuhuiv, about 400 kilometers (250 miles) east of the capital Kyiv.

Reports said that the plane had a military crew and that most of those aboard were students at an aviation university run by the defense ministry.

There were no immediate indications of what caused the crash.

Ukrainian President Volodymyr Zelensky said he would travel to the region.

"We are urgently creating a commission to investigate all the circumstances and causes of the tragedy," he wrote on Facebook.
