In terms of the international law, Nagorno-Karabakh is the territory of Azerbaijan, Russian President Vladimir Putin said at a traditional annual press conference held on December 17.
He noted that the war in Nagorno-Karabakh did not take place as a result of external interference: "Small attacks happened many times. Consequently, it turned into a conflict. I hope that other countries and international organizations will assist in the Karabakh issue."
The Russian President also added that the number of Russian peacekeepers could be increased in agreement with the parties of the conflict.
